China Waiting Child Program

TerriThe CCAA provides each participating adoption agency with information on waiting children. Each agency is responsible for advocating for these children. Please keep in mind that ASIA cannot guarantee the placement of a particular child with a family, since the final approval is granted by the CCAA.

The children are generally older and/or with minor to significant medical or physical conditions. Examples include but are not limited to, children with repaired or unrepaired cleft lips or palates, repaired or unrepaired heart defects, missing or webbed fingers or toes, hepatitis B, hearing or vision impairments.

 

...The General Process

  • New waiting children are posted to CCAA's intranet with agenices.
  • Families whose dossiers are logged in with CCAA may be sent a possible match.
  • Families who recieve matches are given 48 hours to review the match.
  • Family completes remaining paperwork and sends to ASIA.
  • Family receives acceptance.
  • Family receives travel approval.

Time Frame to adoptTatakis

The CCAA generally expedites the approval process for families wanting to adopt a Waiting Child. This time frame varies based on where the family is in the process. Also, the wait may vary due to personnel, policy or procedural changes within the CCAA. Currently, we are experiencing a wide range of wait times that follow no particular pattern. This makes the wait more difficult for families as well as for us.

Differences between Waiting and Non-Waiting Adoption Process

The dossier to adopt a Waiting Child is the same as a non-special needs adoption, with the exception of a pre-approval and child welfare plan that is submitted to the CCAA for review and approval. The pre-approval document outlines basic information about the family. The treatment describes how the family will manage and care for the child's specific condition. The plan includes the types of resources available, such as health insurance coverage, access to medical facilities or programs and community services.

CCAA Online Waiting Child Program

CCAA has given some agencies with waiting child programs the opportunity to process waiting child adoptions through an online entrustment system. This system is very protected by CCAA. They do not want any non-agency related people having access to this system; so much so that they require a USB key to access it. This system contains waiting child files for individual agencies, like ASIA. ASIA receives children through this system to try to find families for.

Caitlin & PhoebeCCAA's Shared Waiting Child List

New waiting children are typically posted once a month to the CCAA's list. ASIA has been granted access to CCAA's shared agency waiting child list. This means that ASIA has access to many waiting children of all ages and genders with many different special needs who are available for adoption. These children are also available to other agencies. CCAA requires that agencies refrain from posting identifying information about these children. Therefore, ASIA will only post non-identifying information on our password-protected website. ASIA encourages families who would like to adopt a waiting child to apply to ASIA and start preparing their dossier, since many of the files of waiting children require familes to have their dossiers logged in with CCAA. Many of the children's files on the shared list require that a family already have a dossier logged in, or be able to send it to China within 3 months. Once a family decides to adopt a waiting child through the online entrustment system, ASIA is able to submit the pre-approval for that family electronically. We also receive CCAA's response to that application electronically. However, ASIA still receives Acceptance letters and Travel Approvals by mail.

The online entrustment system also contains updates on the referral and matching system for Non-special needs adoptions. CCAA updates that information once a month, just as they used to do on their public website. ASIA has chosen to post this information on our website when we receive it. ASIA also puts out an email to all families in process regarding any new referral information when it becomes available.
