ASIA is a 501(c)3 non-profit corporation. Our work is supported entirely by adoption service fees and charitable donations. To help remove the financial barrier between the many children in need and prospective adoptive families, ASIA makes every effort to minimize office costs while maintaining quality service. Provided below are the fees and other expenses which may be incurred during the adoption process. Please be reminded that fees may change without notice and that actual fees will be those specified in the Adoption Fee Schedule in effect at time of billing.

 

This document summarizes ASIA fees and estimated expenses in effect at the time this document was produced and provided. In the future, those fees and expenses may change. Clients will be charged the actual fees in effect at the time of billing; those amounts may vary from the amounts stated herein.

 

The fee schedules to the right are divided into five schedules DEPENDING ON WHERE THE APPLICANT LIVES, WHETHER THE APPLICANT IS A RETURNING ASIA CLIENT, AND/OR THE APPLICANT IS PURSUING A WAITING CHILD.  Please be sure to refer to the fee schedule that applies to your specific circumstances.

 

FEES DEFINED

Fee Definition
APPLICATION FEE ASIA will review and screen your application, provide initial evaluation of your case and establish and maintain your family's file.
ORPHANAGE FEE The family pays the orphanage fee of $9,000 for a healthy child and $5,000 for a special needs child.
AUTHENTICATION FEE The vital records in a dossier to be submitted to foreign adoption authorities must be certified copies. Other dossier documents must be notarized. All dossier items must furthermore be certified and authenticated by a chain of government offices in the United States and by the foreign country's Consulate or Embassy located in the United States. ASIA will provide instructions for collection and certification of these documents. The Authentication Service Fee is used by ASIA to do the authentication for the families. For safety and speed, ASIA uses express carriers to ship and deliver documents. ASIA provides a detailed statement of all authentication costs to each family after their dossier is submitted to Taiwan. If the total cost of the authentication is less than the deposit of $400, the difference will be refunded to the family. If the total cost exceeds the deposit of $400, the family will be billed for the additional amount.
HOME STUDY SERVICE FEE AND POST-ADOPTION SERVICE FEE

For Oregon and Washington residents: ASIA will provide home study and post-adoption services to you as required by state and federal laws and by the adoption authorities of the sending country. The home study and post-adoption fee pays for ASIA to provide services such as:

  • Pre- and post-adoption counseling
  • Pre-adoption education
  • Pre- and post-adoption home visits and supervision
• Preparation of the home study and post adoption reports.

A home study conducted for Oregon residents by another Oregon licensed agency may be accepted by ASIA and the home study fee may be reduced on a case-by-case basis.

For those living outside of Oregon or Washington: The home study and post-adoption services will be provided by the cooperating agency, a non-profit social service agency licensed to provide such services in that state and approved by ASIA. The cooperating agency is required to provide:
• The signed and notarized Cooperating Agency Agreement with ASIA.

  • Proof of having a current license and liability insurance.
  • A copy of your fee structure and Refund Policy.
  • A copy of your state licensing rules or a link to them.
• A copy of the social worker's resume or evidence that they meet the requirements.
• A copy of the agency's 501(c)3 Status.

The post-adoption service fee paid to ASIA by non-Oregon or Washington residents pays only for ASIA to review, translate and transmit the post-adoption reports to the foreign adoption authorities. Families will pay the home study agency directly for home study and post-adoption service fees.

AGENCY FEE #1, #2, #3

These three separate fees provide you with assistance for all adoption documentation, review and evaluation of documents, preparation and compilation of the dossier, submission of the home study and dossier to the foreign sending country, monitoring the review process overseas, working with foreign adoption authorities toward the approval and referral of a child, providing information on the referred child, pre- and post-adoption educational and cultural resources and the facilitation of the entire process to legalize the adoption overseas. These fees also support ASIA's general operations to coordinate international adoptions, including but not limited to administrative and office expenses, communication costs and other expenses incurred by coordinating adoption services among ASIA, the family, various U.S. agencies, service providers and foreign adoption authorities.

TRANSLATION FEE

All the documents will be translated into Taiwanese at a cost of $15 per page. If the total cost of the translation is less than the deposit of $700, the difference will be refunded to the family. If the total cost exceeds the deposit of $700, the family will be billed for the additional amount.

IN-COUNTRY TRAVEL FEE

ASIA families book their international flights directly with a United States travel agent. ASIA will make travel arrangements within Taiwan. In-country travel fees will be billed and collected upon finalization of travel arrangements and prior to travel. These fees typically cover the travel expenses per person traveling in Taiwan for a five to seven day adoption process. The fees include ASIA coordination of in-country travel and lodging at a four or five star Western hotel (whenever possible) in the adoption city. The room rate typically includes breakfast. The fees also include either lunch or dinner every day, ground transportation, bilingual guides and sightseeing admissions.

Fees not covered include, but are not limited to: completion of immigration formalities, some meals, personal incidental expenses, tips and overweight luggage fines. Additional coordination fees apply to other adults traveling with a family.
