Step 2
  • Locate the Citizenship and Immigration Services (CIS) Office that has jurisdiction over your city. Call 1-800-870-3676 or check the CIS forms "link" on this website to order an I-800A packet. The packet should include:
    • Form I-800A (Application for Advance Processing of Orphan Petition)
    • Form I-800 (Petition to Classify Orphan as an Immediate Relative (blue colored)
    • Form I-864 (Affidavit of Support Under Section 213A of the Act
Step 3
  • Contact the proper state department of vital records to obtain certified copies of birth certificate, marriage certificate, divorce decree and death certificate (if applicable). Be sure to mention that these documents will be used for adoption of a child from China. We recommend that you order three certified copies of each document. ASIA has information on vital statistics offices for all states, which you will receive after you apply.
Step 4
  • If you live outside the states of Oregon or Washington, begin your search for an ASIA Cooperating Agency in your state to conduct an adoptive home study. If you need assistance in locating a local agency, please state your request with your application. ASIA conducts home studies for Oregon and Washington residents.
Step 5
  • If you do not have a passport, pick up an application from a passport service agency, a post office or a courthouse and follow the instructions. A copy of your passport will be part of your adoption dossier. Please obtain it as soon as possible. Make sure to sign the new passport when you receive it. If you already have a passport, make sure that it will be valid for at least six months after your estimated date of entry to China.
Step 6
  • Once we have accepted your application, we will send you a China Adoption Program Guidebook with detailed instructions for filing I-800A petition, guidelines for the home study, instructions for collecting and authenticating dossier documents and a list of adoption and cultural resources.
