Adoption Fees & Other Expenses at ASIA

ASIA is a 501(c)3 non-profit corporation. Our work is supported entirely by adoption service fees and charitable donations. To help remove the financial barrier between the many children in need and prospective adoptive families, ASIA makes every effort to minimize office costs while maintaining quality service. Provided below are the fees and other expenses which may be incurred during the adoption process. Please be reminded that fees may change without notice and that actual fees will be those specified in the Adoption Fee Schedule in effect at time of billing.

This document summarizes ASIA fees and estimated expenses in effect at the time this document was produced and provided. In the future, those fees and expenses may change. Clients will be charged the actual fees in effect at the time of billing; those amounts may vary from the amounts stated herein.

Miscellaneous Expenses

It is important to note that there are other miscellaneous expenses you should anticipate during the entire adoption process. These expenses include, but are not limited to: fees to obtain original or certified copies of various legal documents, medical examinations for adoption applicants, passports and Chinese entry visas for adoptive parents, unanticipated medical costs for the adopted child, travel expenses of the adopted child, insurance, re-finalization of the adoption in your home state, phone calls, postage, taxes, etc.

ASIA's Refund Policy:
All fees are billed for each portion of the adoption service provided by ASIA and are non-refundable.

ASIA's Policy Regarding Returned or Dishonored Checks:
ASIA charges $20 for each dishonored or returned check or payment made to ASIA by adopting parents.

FEES DEFINED

Fee Definition
APPLICATION FEE   This fee pays for ASIA to review and screen your application, provide initial evaluation of your case and establish and maintain your family's file.
FULL HOME STUDY AND POST-ADOPTION REPORTS If you live in Oregon or Washington, ASIA will provide home study and post-placement services to you as required by state and federal laws and by adoption authorities of the foreign sending country. The home study and post-adoption fee pays for ASIA to provide services such as pre and post adoption counseling, pre-adoption education, pre and post adoption home visits and supervision, and the writing of the home study and post-adoption reports. A home study conducted for Oregon residents by another Oregon-licensed agency may be accepted by ASIA. As a result, the home study fee may be reduced on a case by case basis.

DOCUMENT COORDINATION, DOSSIER COORDINATION, REFERRAL COORDINATION

These fees cover ASIA's general operations to coordinate international adoptions. It covers administrative and office expenses, communication costs, and other expenses incurred by coordinating adoption services between ASIA, the family, various U.S. agencies and service providers, and the foreign adoption authorities. It pays for pre-adoption and pre-travel classes as well as the cost for ASIA to assist you with the adoption documentation, review and evaluate your documents, prepare and compile the dossier, submit the dossier to the foreign sending country, monitor the review process overseas, work with the foreign adoption authorities toward the approval and referral of a child, provide information on the referred child and facilitate the entire process to legalize the adoption overseas. This fee also helps ASIA offer adoption and cultural resources as well as provide education and cultural projects.

Translation and CCAA Fees

The China Center for Adoption Affairs charges ASIA a processing fee for each dossier submitted to them. In addition, they provide a service in China to translate the dossier documents into Chinese. ASIA passes these costs directly on to the client.

DOSSIER AUTHENTICATION (OPTIONAL)

The vital records in a dossier to be submitted to the foreign adoption authorities must be certified copies. Other dossier documents must be notarized. All dossier items must then be certified and authenticated by a chain of proper U.S. government offices and the foreign country's consulate or embassy in the U.S. ASIA will provide instructions for collection, certification and authentication of these documents. Families have the option of handling the certification and authentication themselves using the instructions from ASIA or having ASIA take care of it. The Dossier Authentication Service Fee will enable ASIA to handle the authentication process. For safety and speed, ASIA uses express carriers to ship and deliver the documents. A detailed statement of all the authentication costs will be provided to each family after the authentication is completed. If the total cost is under the deposit of $700, the difference will be refunded to the family. Otherwise, the family will be billed for the additional amount exceeding $700.
IN-COUNTRY TRAVEL FEE

Families book and pay for their own international flights directly with U.S. travel agents. International flights are from your U.S. departure city to the Chinese adoption city (or Beijing if you are participating in ASIA's pre-adoptive tour of Beijing). This may require a flight transfer in China in order to reach your adoptive city. (This transfer is part of the international travel planning that you are responsible to make). You will need to purchase a "lap ticket" for the return flight for your adopted child.

ASIA coordinates travel arrangements within China, from the adoption city to Guangzhou. For those participating in the Beijing tour, coordination includes flights from Beijing to the adoption city and then from the adoption city to Guangzhou. ASIA collects the In-China Travel Fee upon finalization of the travel arrangements. This fee typically covers the travel expenses for one person traveling in China for a 12-to-14 day adoption process. It includes lodging (4 or 5 star western hotel whenever available) in the adoption province with breakfast and baby crib, group lunch or dinner in the adoption province, adopted child travel expenses, domestic airfare, group transportation, service of bilingual guides and ASIA escorts, ASIA coordination fees and sightseeing admissions. (The fee does not cover the White Swan Hotel and meal expenses during completion of immigration formalities at the U.S. Consulate. Fees do not cover personal incidental expenses and luggage overweight fines).

Financial Options To Help With Adoption Costs

ASIA'S Adoption Credit
  • ASIA Special Credit: Families adopting a second (or more) child through ASIA or families adopting a Special Needs child through ASIA, will receive a $500 credit for that adoption. The credit will be reflected in the referral home study fees. If a family is adopting an additional child that also happens to be a Special Needs child, at this time only the one $500 credit applies.

Government Aid

  • $10,000 Tax Credit: This $10,000 tax credit, called "Hope for Children Act", went into effect on January 1, 2002. All finalized adoptions, including international adoption, qualify for this tax credit in the year adoptions are finalized. If your income is $150,000 or less, you will qualify to receive the entire tax credit. If your income is between $150,000 and $190,000 you may qualify for a partial tax credit. Corporations

  • Employer Contributions- Check with your Human Resources department to find out if your company offers benefits to defray some of the adoption costs.

Loans and Other Resources

  • National Adoption Foundation Loan Program
    Offers a private, unsecured credit line of up to $25,000 for families that qualify. Option of up to 84 months to repay loan amount. Please see NAFA website for details.
  • Gift of Adoption Fund
  • Home Equity or Refinancing of Home
    This option usually offers the lowest percentage rate. Interest on the loan is usually tax deductible.
  • Private Loans
    You may be able to get a special loan through your own financial institution. Talk to your banker to learn more.
  • Retirement Borrowing
    It may be possible to borrow from your retirement account and then repay yourself with interest. Check with your retirement plan to find out.
  • Employer Paid Adoption Assistance
    This option is also tax free, but this option begins to phase out once a family's annual income reaches or exceeds $150,000.
  • Insurance
    It may be possible to borrow from the cash value of your life insurance policy.
  • Low Interest Loans
    Some banks offer low interest loans for adoption or credit lines for adoptive parents.
  • National Adoption Foundation
    They offer adoption grants and both home equity and unsecured low interest loans.
  • Religious Organizations
    Many church congregations may be happy to help raise money or organize fundraisers to help a church member cover adoption expenses.
  • Relatives
    Some of your extended family may be happy to have an opportunity to help with some of the adoption costs.
  • Lifestyle Alterations
    -Talk with your health insurance company to see if they offer maternity benefits for adoption.
    -Refinance your house or car.
