Pre-Adoption Phase

  • Consult about adoption regulations, policies and programs
  • Analyze and implement the requirements and procedures
  • Pre-adoption educational and informational offerings
  • Publish newsletters and program updates
  • Conduct home studies for Oregon and Washington residents
  • Network with agencies and social workers in other states to complete home studies for families outside of Oregon and Washington

Adoption Coordination Phase

  • Assist families with collection of dossier documents required by the Chinese and Taiwanese government
  • Document authentication
  • Review and compile adoption dossiers
  • Submit dossiers for translation, review and approval
  • Referral coordinattion according to country requirements
  • Monitor in-country review processes
  • Translate and provide all information on the children referred to families
  • Help families assess referral information and provide counseling as necessary
  • Facilitate final approval of the applicant families
  • Assist families with in-country travel arrangements, including accommodations and transportation for families' stay in China or Taiwan
  • Escort families throughout their travel and coordinate the process to legalize the adoption with in-country officials and the U.S. Consulate
